Strategic guidelines for the development of hotel-restaurant and tourist
business enterprises

Abstract
The article is devoted to the study of strategic guidelines for the development of
enterprises in the hospitality and tourism industry in the conditions of market transformations and
changes in the external environment. The development trends of the hotel-restaurant and tourism
business of Ukraine are considered. A significant decline in business activity and a reduction in
the volume of tourist flows due to the pandemic and military actions on the Ukrainian territory
was noted, which caused a slowdown in the development of hotel and restaurant business entities
and tourist enterprises. The systemic problems of hotel-restaurant and tourist business
development are summarized. It is noted that the prospective directions of modern development of
the hospitality industry should be focused on deepening the specialization and diversification of
the services of institutions. The importance of modern trends implementation for industry
development, in particular, the directions of digitization and digitalization, is emphasized. It is
noted that the hotel and restaurant business, as an integral part of the tourist destination, is one of
the stabilizing and stimulating factors for region’s economy development. It is substantiated that
the development of the region’s hospitality industry makes it possible to attract a wide range of
enterprises and labor resources to the organization of tourism activities, which is the basis for the
tourist and hospitality industry clusters formation. Trends in the development of tourism and
hospitality from the point of view of the regional administration are summarized. It is noted that
the hospitality and tourism industry can be a significant source of investment development and
growth of regional competitiveness. The basis of regulating of the region’s tourist and
recreational complex development should be the organizational and economic mechanism of the
industry functioning. The trends of the post-war recovery of tourism and hospitality industry are
outlined. It was emphasized that the restoration of the tourism and hospitality industry viability
should begin in the regions least affected by the war. Strategic measures for the state improving of
the hospitality and tourism industry in all regions of Ukraine, regardless of targeting on foreign or
domestic tourists, are proposed.
