Abstract
The article determines the essence of anti-crisis management and forced labor migration of the population. The features of anti-crisis management of an enterprise under the influence of modern factors of uncertainty, instability and war are investigated and the main problems are identified, as a result of which the processes of forced labor migration of the population were intensified. The relevance of the study is due to the need of effective mechanisms formind for anti-crisis management of enterprises in conditions of increased instability of the external environment and the strengthening of the influence of forced labor migration of the population. The purpose of the study is to develop theoretical and methodological foundations and practical recommendations for the formation of an adaptive system of anti-crisis management of the enterprise based on the self-organization principles. In the process of research, it was established that the essence of anti-crisis management is manifested in the implementation of a complex of special measures aimed at preventing, warning and counteracting crisis situations that arise at the enterprise and are caused by the destabilizing influence of external and internal environmental factors. It was found that forced labor migration has a significant destabilizing effect on the enterprises activity and unbalances their management mechanisms. The uncontrollability of forced labor migration processes during the period of military confrontation and intensification of chaotic population movements in conditions of danger to their lives and health have been proven. The significant destructive impact of forced labor migration on the business functioning in Ukraine and on the enterprises activity of different forms of ownership is revealed. The need to form a complex of anti-crisis measures aimed at solving the problems of forced labor migration, attracting highly qualified employees and reducing the risks of the financial and economic activities of enterprises has been proven. The main directions for improving anti-crisis management of the enterprise in conditions of uncertainty and increasing the impact of forced labor migration of the population are proposed. In order to minimize the risks of increasing forced labor migration, the need is substantiated: reviewing and improving the mechanisms for regulating the labor market and preventing the departure of highly qualified employees outside Ukraine; stimulating economic activity of enterprises and attracting innovations; reducing the tax burden on business entities during the war; improving migration policy; ensuring counteraction to illegal employment.
