Risks of the influence of forced migration caused by the war on the human capital of Ukraine

Abstract
The article summarizes and systematizes the general theoretical foundations of the essence of human capital as an economic resource and as a potential for the post-war recovery of Ukraineʼs economy, and outlines the main milestones of its formation. Mass population movements have led to an increase in the level of uncertainty and increased the intensity of the manifestation of risks for the formation and realization of human capital. The influence of this phenomenon on the quantitative and qualitative characteristics of human capital is investigated. Individual challenges and risks caused by the forced displacement of the population are analyzed, and the features of their manifestation are highlighted. In particular, these include a decline in living standards, sudden poverty, loss of educational potential, the spread of informal employment, problems of integration into the labor sphere, despair, increased burden on the budget, decreased self-esteem, etc. Risks increase the likelihood of negative changes that lead to uncertainty, worsening of the demographic situation, weakening of economic stability, growth of social tensions, a drop in the consumption capacity of the population, and complete or partial loss of social ties. The application of methods of systemic and comparative analysis, synthesis, and decomposition made it possible to build a cognitive scheme for countering risks in the field of human capital formation and realization. Recommendations regarding the priorities and specific tasks of domestic state policy aimed at preventing risks and minimizing their consequences are developed. The implementation of such policy should be focused on creating legal, economic and institutional foundations for easing tensions in the spheres of material security, population employment, improving the demographic situation, the quality and availability of social services, and improving living conditions. To mitigate the negative impact of forced population migration on human capital, it is proposed to strengthen the social partnership between the state, business, and communities.
