Development of electronic identification tools in the electronic government system of Ukraine

Abstract
The article investigates modern trends in the implementation and development of electronic identification tools in the electronic government system of Ukraine. The subject of the research is electronic identification tools. The goal of the article is to study the current state of development of electronic identification tools, to identify measures for further quality assurance of electronic identification in the provision of governmental electronic services. During the research, the following methods were used: analytical-monographic method – used in studying literary sources on the research topic; analysis and synthesis – employed to summarize statistical data regarding the trends in the development of digitization processes and electronic identification; systematic analysis, abstraction, logical generalizations – used in determining the characteristic features of the investigated process; abstract-logical method – utilized for forming conclusions. The research has shown that Ukrainians actively use the internet and governmental electronic services. This prompts the government of the country to take more active measures aimed at the development of electronic identification and authentication. The most popular online resource for governmental services is the application and portal «Diia» among Ukrainians. At the same time, a noticeable digital gap in the use of electronic governmental services has been identified: as the age of Ukrainians decreases, the frequency of using online services increases, and to the contrary with an increase in their age, the frequency of using such services decreases. An analytical overview of innovations in the field of electronic identification has been conducted. Based on the carried-out research, the conclusion has been drawn that the implementation of modern tools and schemes of electronic identification will ensure convenient and secure authentication when providing state electronic services. It will also enable Ukrainians to not only use their national electronic services but also European electronic services. A series of additional measures have been proposed for the further development of electronic identification in Ukraine, including: expanding the accessibility of electronic identification tools; improving the security level of electronic identification tools; simplifying the identification process; ensuring quality control in the provision of governmental electronic services.
