Abstract

The article presents the author’s point of view regarding the essence of the decision as a tool for exercising power in the system of public management and administration, the need for development and ways of improving the categorical apparatus. Transformations of existing views on the essence and content of decisions in the system of public management and administration, on the algorithm of decision development and decision-making in the public sphere under the influence of modern transformational processes and threatening challenges for our state due to martial law are analyzed. The methodological basis of this publication is the dialectical approach as a general method of scientific knowledge of socio-economic phenomena and processes. The methods of analogy, comparison, analysis and synthesis, induction and deduction, functional analysis, hypothetical-deductive approach and other methods were used for analyzing the ambiguous nature of the global factors influence on the transformation of the content and nature of decisions in the public sphere, the conditions of development and order of their adoption. The theoretical positions and conclusions put forward in the publication are substantiated based on the principles of dialectical logic, and on this basis proposals are made regarding the procedure for development and decision-making as a tool for exercising power. The publication presents the author’s own point of view regarding the list, sequence and content of the procedures for development and decision-making as a tool for exercising power in the sphere of public management and administration. All the argumentation of the main provisions of the study is carried out on the basis of a philosophical understanding of the existing system of public management and administration. The author defines a managerial decision in the government sphere as the choice of an alternative by the subject of public administration within the framework of his powers and competence aimed at achieving of activity goals. As a result of the research, the author came to the conclusion that the entire activity of public management and administration bodies is reduced to timely identification of problems, analysis of the situation, determination of priorities, development and adoption of managerial decisions, organization of their implementation and analysis of the implementation outcomes. It was concluded that in the field of public management and administration, decision-making has certain features due to great significance as a result of significant influence on the activities of authorities, business entities and the population as a whole. When making a decision as a tool for exercising power in the system of public management and administration, the author attaches particular importance to the availability of time for its development and adoption. The originality of the author’s point of view lies in the fact that, in conditions of time shortage, a decision made in a timely manner and delivered to the executors, which does not carry systemic violations, even with certain errors and miscalculations, will be much more effective than a decision made late. It is proved that after the subject of public administration finally decided on a decision and through certain procedures gave it a legitimate, legally formalized appearance, the problem of ensuring an adequate assessment of the effectiveness of decisions comes to the fore. It is emphasized that today’s crisis and the subsequent needs of the post-war recovery of Ukraine’s economy aggravate the problem of working out the mechanism of development, adoption and ensuring the effective implementation of the decision as a tool for exercising power in the system of public management and administration. In this regard, a promising direction of research should be the development of the mechanism and improvement of the sequence, nature and content of the procedures for development and decision-making as a tool for exercising power in the field of public management and administration. Given that the demand for this mechanism as a tool for ensuring economic growth has increased significantly, in order to create favorable conditions in Ukraine for post-war recovery and effective socio-economic development, it is advisable to ensure an increase in the desire of the public authorities to understand new innovative approaches used within the framework of the development mechanism and management decision-making by public authorities.
