Abstract
The article provides a comprehensive retrospective review of scholarly debates on the
social role of the state, focusing on the ways in which different countries have attempted to solve
social problems through the state action. Unresolved issues related to social security, including
funding, coverage, adequacy, flexibility and integration, are highlighted and recommendations on
future measures that can strengthen the role of the state in promoting social protection and
resolving new social risks, are made. The analysis is based on recent studies and publications of
domestic and foreign scientists. New trends in social security policy, such as transition to marketoriented solutions and growing the role of technologies in the services provision, are investigated.
The structural-functional model, according to which the social role of the state can be considered
as covering a wide range of functions necessary for support of the society activity, is generalized.
By providing basic public goods and services, regulating social behavior, redistributing resources
and participating in diplomacy and international relations, the state can promote social
well-being, support law and order, create preconditions for economic growth and development
and form a national security system. The key purpose of the article is to deepen understanding of
the relationship between the state and social security. Recommendations, according to which the
state can strengthen its role in promoting social protection of the population and overcoming new
social risks, such as expanding social protection programs, strengthening public health systems,
implementing progressive taxation policies, creating employment opportunities and promoting
gender equality, are given.
