Abstract

The article is devoted to solving the problem of the work efficiency increasing of scientific and pedagogical workers of higher educational institutions of Ukraine in the war conditions. The criteria for the rating assessment of the professional activity and achievements of scientific and pedagogical workers of higher education institutions are determined. The subject of the research is an effective use of scientific and pedagogical potential of the higher school. The purpose of the article is to study the theoretical foundations of the system methodology of personnel quality assurance of the personnel management system of the higher school of Ukraine, which includes an analysis of the national personnel system development. The methodological basis of the research is laws and regularities of economic development, a systematic approach, scientific works of domestic scientists and foreign specialists, normative legal acts of Ukraine, which regulating the activity of higher education institutions. The study summarizes quality assessment systems, considers the features of foreign experience of rating formation and the dynamics development of the national system of personnel ensuring of higher schools. Fundamental provisions of building management systems theory in the context of sustainable development concept of the Ukrainian economy are analyzed. The methods of effective work formation are considered and analyzed, as a result of which the influencing factors on the work effectiveness of scientific and pedagogical employees of universities are identified. The educational and qualification compliance with the needs of the labor market in higher education was studied. The practical significance of the work lies in the proposed measures for the formation of an effective system of functional interaction of the scientific and pedagogical staff, compliance with the needs of the labor market, which consist in the creation of incentives, support and favorable conditions for professional development, scientific research and training, promotion of international cooperation and using of advanced global experience.
