Management of general secondary education of Ukraine in the conditions of decentralization

Abstract

The article investigates the peculiarities of general secondary education institutions management in conditions of decentralization. The difference between centralized and decentralized management of general secondary education institutions is analyzed. The strategic tasks and priority directions of the state management of general secondary education modernization in view of the European integration of Ukraine are outlined. The purpose of article is to study individual aspects of general secondary education institutions management in the conditions of decentralization and administrative reform. It was established that the reform of education has an important strategic value in creating its high-quality, democratic, modern management. It is noted that the participation of local authorities and leaders of educational establishments in decision-making regarding the distribution of budget funds should increase access to quality education, even in remote settlements of Ukraine. It was emphasized that in the conditions of decentralization, decisions about closing small-capacity schools and creating of supporting schools should be accepted by communities, coming from their financial possibilities and necessities. It has been proven that the financial aspect of education decentralization is one of basic, because not all communities are currently capable. It is noted that the main goal of education management is the costs cutting of their maintenance along with improving the quality of educational services. The main ways of school management system reforming in the conditions of globalization, as well as new tasks in accordance with the changes made to the Law of Ukraine «On Education» are determined. On the basis of conducted research, it has been proven that despite the positive changes that have recently emerged in general secondary education, in connection with decentralization, there are many risks of not achieving the planned goals, among which it is worth distinguishing: low financial capacity of territorial communities, conflicts regarding the closure of small-capacity schools, a shortage of professionals with progressive experience in managing educational institutions, who would fully implement the new powers regarding the management of educational process. It is proposed to change the approaches to the management of the school’s pedagogical team, to increase funding, to improve the mechanism of state regulation by modernization processes caused by decentralization.
