Public-private partnership: problems and prospects for Ukraine

Abstract

The article presents the author’s point of view regarding the essence of modern problems, the need for development and ways of improving public-private partnership. Evolution of existing views on the essence and content of public-private partnership relations under the influence of modern transformational processes and socio-economic state of the domestic economy is analyzed. The methodological basis of the research is a dialectical approach as a general method of scientific knowledge, especially of philosophical and socio-economic phenomena and processes. The methods of analogy, comparison, analysis and synthesis, induction and deduction, functional analysis, hypothetical-deductive approach and other techniques were used to analyze the ambiguous nature of the influence of global factors on the transformation of the content of public-private partnership relations in modern conditions. The place and role of the public-private partnership content transformation in the formation of the national economy’s economic development paradigm are considered through the prism of the relationship between theory and practice, general and special. Theoretical provisions and conclusions are substantiated based on the dialectical logic principles, and on this basis proposals are made regarding the nature and forms of public-private partnership relations with the aim of improving the model of socio-economic development of Ukraine. All the argumentation of the main provisions of the study is carried out on the basis of a philosophical understanding of the existing system of public management and administration. As a result of the research, the conclusion was formulated that under the influence of globalization in today’s conditions, a special place in ensuring socio-economic development and effective functioning of the economic model of Ukraine belongs to the system of relations within the framework of public-private partnership. Today’s crisis and the subsequent needs for the recovery of Ukraine’s economy are exacerbating the problem of stimulating private investment in infrastructure. Therefore, the development of public-private partnership should become a promising direction of research.
