Analysis of the current state of e-government development in Ukraine

Abstract

The article investigates the current trends of e-government implementation and development in Ukraine during 20162020 on the basis of summarizing statistics of the UN global ranking, which is one of the key indicators of information society in the world. The object of the study is e-government, which ensures openness and transparency activity of public administration and local self-government authorities. The aim of the article is to analyze current trends in e-government in Ukraine and its position in the UN global ranking. The following methods were used in the research process: analytical-monographic  in the study of literature sources on the research topic; analysis and synthesis  to summarize statistical data on trends in e-government; system analysis, abstraction, logical generalizations  in determining the characteristics of the studied process; abstract-logical  to draw conclusions. Data on the process of using information and communication technologies to provide public services to the population of Ukraine are summarized and analyzed. The latest trends in e-government in the country are studied on the basis of the Unified Consolidated E-Government Development Index (EGDI) and its main components  Online Services Index (OSI), Telecommunications Infrastructure Index (TII) and Human Capital Index (HCI). Based on the study, a conclusion was drawn on improving the level of e-government development and public involvement in the process of e-government services providing in Ukraine in recent years. The analyzed level of involvement of the country’s citizens with the help of information and communication technologies in the decision-making process, transparency and openness of the state activity shows that Ukraine belongs to the countries with a high level of electronic participation index (EPI) and ahead of neighboring countries. However, a comparative analysis of the development of e-government showed that Ukraine lags significantly behind neighboring countries in EGDI. The priority problems were identified, overcoming which will reduce Ukraine’s lag behind the global pace of development of electronic services.
