Анотація

На основі системної консолідації світових наукових здобутків та висновків/рекомендацій ОЕСР, ООН і ЄК у статті ідентифіковано складові механізми та цілісну модель інституціонального забезпечення національних планів сталого розвитку та антикризового управління (НП). Дослідження ґрунтувалося на загальних для таких планів рисах, як комплексність проблем та необхідність досягнення максимальних результатів із мінімальними витратами, що потребує узгодженості міжсекторальних та багаторівневих дій і фінансування за наявності координаційного/регуляторного органу (Центрального координатора, ЦК) із використанням інструментів кращого/ефективного регулювання. За підсумками проведеного аналізу: 1) визначено переваги надання повноважень координації формування та імплементації НП Центру Уряду (офісу Голови держави або Прем’єр-міністра) та закріпленому за ним ЦК порівняно з профільними міністерствами; 2) аргументовано важливість для ЦК балансування й поєднання стратегій нейтралітету, визначення загальних настанов і примусу із альтернативним набором механізмів та функцій, що обумовлюються атрибутами комплексності та інструментами кращого/ефективного регулювання НП; 3) обґрунтовано універсальний представницький склад та структуру ЦК. Результати дослідження можуть бути використанні як науково-доказова база для прийняття рішень Урядами стосовно інституціональної складової регулювання НП різної спрямованості, зокрема, визначених вимогами законодавства ЄС щодо скорочення викидів від великих спалювальних установок, з питань енергетики та клімату, а також обумовлених потребами антикризового управління, незалежно від типу загроз: пандемії, захист критичної інфраструктури тощо.
