Аннотация

На основе системной консолидации мировых научных достижений и выводов/рекомендаций ОЭСР, ООН и ЕК в статье идентифицированы составляющие механизмы и целостная модель институционального обеспечения национальных планов устойчивого развития и антикризисного управления (НП). Исследование основывалось на общих для таких планов характеристиках, как комплексность проблем и необходимость достижения максимальных результатов с минимальными затратами, которые требуют согласованности межсекторальных и многоуровневых действий и финансирования при наличии координационного/регуляторного органа (Центрального координатора, ЦК) с использованием инструментов лучшего/эффективного регулирования. По итогам проведенного анализа: 1) определены преимущества предоставления полномочий координации формирования и имплементации НП Центру Правительства (офису Главы государства или Премьер-министра) и закрепленному за ним ЦК, по сравнению с профильными министерствами; 2) аргументирована важность для ЦК балансирования и комбинирования стратегий нейтралитета, установки общих правил и волюнтаристских решений с альтернативным набором механизмов и функций, обусловленных атрибутами комплексности и инструментами лучшего/эффективного регулирования НП; 3) обоснованы универсальный представительный состав и структура ЦК. Результаты исследования могут быть использованы как научно-доказательная база для принятия решений Правительствами относительно институциональной составляющей регулирования НП различной направленности, в частности, определенных требованиями законодательства ЕС относительно сокращения выбросов от больших сжигающих установок, по вопросам энергетики и климата, а также обусловленных потребностями антикризисного управления, независимо от типа угроз: пандемии, защита критической инфраструктуры и др.
