Conceptual framework of the industrial clusters policy development in ensuring economic security of Ukraine

Abstract

The article is devoted to the issues of shaping the strategic framework for public policy of developing the cluster forms of industrial activity in Ukraine. The author’s definition and the insight to the categories of cluster strategy, cluster policy, cluster programme and cluster initiatives are proposed, which constitute the main structural elements of the system of public support and regulation of industrial clusters at national, regional and local levels. The goals and the main directions of the development of cluster networks in Ukraine are formulated. The toolkit of cluster policy is described. The fundamental principles and the typical structure of regional cluster programmes are defined. The key criteries used by international organizations for assessing the activities of industrial clusters are summarized.
