Abstract

The article reviews the evolution of EU cooperation with Mediterranean countries from 50-th of the XX century to the present. The problems that are kept during the whole period of the partnership (the impact of armed conflict, inconsistency in the aims and tasks, focus on bilateral cooperation) are defined. Criterion to achieve cooperation, including raising the standard of living in some countries, the transition to cooperation in investment and innovation, are established. Directions of improving cooperation mechanisms are proposed.
